Barndominium Builders in Kelowna, British Columbia

Much of Kelowna is farmland and rural land rather than streets, and a barndominium here starts with knowing what kind of land the parcel is. On a serviced lot inside the growth boundary, a steel-clad or post-frame home is drawn to the lot and built under a City of Kelowna permit. On farmland, the Agricultural Land Reserve caps the size of the house and counts most of an attached shop toward that cap, so the floor plan follows the reserve rules rather than the other way round. On the forested slopes, a wildfire development permit area can shape siting, finishes and the vegetation around the building. Beyond the city limits, the regional district handles building permits in its rural electoral areas. Post-frame homes and steel-frame barndominiums both give a clear-span interior with a shop bay under one roof, and custom plans fit that design to the parcel's zone, reserve status and hazard mapping. We build in the Okanagan from our Calgary base. Tell us about the lot through the survey and we will look at its zoning, water provider and sewage route before any drawing begins.

Post-Frame and Steel-Frame Barndominiums Near Kelowna

A post-frame home, often called a pole barn home, sets its frame on widely spaced posts and suits a wide, simple layout with a shop bay under the same roof. A steel-frame barndominium uses a bolted steel frame, and an RTM (ready-to-move) home is built off site and moved to the land. Which one fits comes down to the land use rules, the site and the design values for your location.

Building a Barndominium in Kelowna: Permits, Land Use, Sewage and Water

On acreage the land use, sewage and water answers often come before the building answer. Here is who decides each part in Kelowna, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.

Who issues the building permit City building office

City of Kelowna Building & Permitting (Application Centre, City Hall)

The City of Kelowna takes building permit applications for new single family homes through its online application process. Each building needs its own application, so a house and a detached shop are two permits, and paying the application fee is part of a complete submission. Full-size paper plans and roof truss packages are accepted at the Application Centre on the second floor of City Hall.

City of Kelowna 2040 Official Community Plan (Rural Lands); Regional District of Central Okanagan beyond the city

Kelowna's 2040 Official Community Plan holds its rural lands for agriculture. It supports the Agricultural Land Reserve, says the primary use of agricultural land is agriculture regardless of parcel size, and directs urban uses to land inside the Permanent Growth Boundary. Applications to exclude land from the reserve are not considered unless they match the plan's generalized future land use map and the Agricultural Land Commission's guidance.

Sewer or private sewage Health authority

Interior Health (Environmental Public Health, sewerage)

A Kelowna parcel outside the sewer service area needs an onsite system designed and installed by an authorized person, the only person allowed to do that work. After assessing the site, often with test holes, the authorized person submits a Record of Sewerage System to Interior Health, builds the system, then submits a Letter of Certification and gives the owner the as-built drawing and a maintenance plan.

Where the water comes from Municipal water or a well

City of Kelowna Water Utility (one of four water providers in Kelowna)

Kelowna has four water providers, and the address decides which one serves a lot. The City Water Utility draws from Okanagan Lake and supplies just over half of the population. On rural land a well may be the supply; the Water Sustainability Act lets an owner use groundwater from an aquifer for domestic purposes without a water licence, in accordance with the regulations.

Kelowna wildfire development permit areas
Kelowna's 2040 Official Community Plan maps Wildfire Development Permit Areas on Map 20.2. Its natural hazard chapter (last updated January 10, 2022) asks that development in those areas be designed to minimize wildfire risk, encourages owners to apply FireSmart principles, and notes that some vegetation may need to be removed to cut fuel loads on a qualified professional's advice.

Declaring a well in Kelowna
A City of Kelowna bylaw on wells requires every well owner to tell the City whether the well will be decommissioned for a City water connection, kept for irrigation, or kept for domestic use. Owners in the former South East Kelowna Irrigation District area are asked in particular to report any well on their property.

Building on Land Near Kelowna

Rural land around Kelowna comes in two kinds. Inside the city, reserve farmland permits one residence whose total floor area stays at or under 500 m², and only the first 42 m² of attached garage space is excluded from that figure, which means most of a big attached shop is measured as living area. Past the city limits, the Regional District of Central Okanagan provides building regulation and inspection in Electoral Area East and Electoral Area West, while the neighbouring municipalities run their own. On a hillside lot, check the wildfire and steep slope development permit maps first. Off the sewer, plan for a filed onsite system and a declared well. Our legal guide explains the reserve rules.

Building in Kelowna: questions

Start the survey
How much does it cost to build a barndominium in Kelowna?
The lot sets much of the budget here. A serviced city lot, an orchard parcel with an onsite sewerage system and a well, and a forested slope inside a wildfire development permit area each carry different site work for the same floor plan. A useful quote is priced on the real parcel. Our barndominium cost guide sets out sourced ranges and what moves them.
Do I need a building permit for a barndominium in Kelowna?
Yes. Inside the city, the City of Kelowna issues the building permit, and a detached shop needs a second application of its own. On a hillside lot the wildfire or hazardous condition development permit areas may add a development permit first. In the rural electoral areas outside the city, the Regional District of Central Okanagan is the building authority.
Can I build a big shop-house on farmland near Kelowna?
Only within the reserve limits. On a parcel in the Agricultural Land Reserve the principal residence is capped at 500 m² of total floor area, and no more than 42 m² of attached garage is left out of that figure, so the living space and most of an attached shop share one cap. More than 1,000 m² of fill for the house, its foundations and driveway needs Agricultural Land Commission approval. A custom plan is sized to those limits from the start.
Where does water come from on a Kelowna property?
It depends on the address. Four providers serve the city, and the City Water Utility takes its supply from Okanagan Lake. Rural parcels may use a well, and a City bylaw asks every well owner to declare whether the well serves the house, irrigation, or is being decommissioned.
